The world economy has run into a brick wall. Despite countless warnings in recent years about the need to address a potential hunger crisis in poor countries and a looming energy crisis worldwide, world leaders failed to think ahead. The result is a global food crisis. Wheat, corn and rice prices have more than doubled in the past two years. And oil prices have increased more than three times since the start of 2004. These food-price increase,combined with increasing energy costs,will slow if not stop economic growth in many parts of the world and will even affect political stability. Practical solutions to these problems do exist, but we’ll have to start thinking ahead and acting globally.

Here are three steps to ease the current crisis and avoid the potential for a global crisis. The first is to promote the dramatic success of Malawi, a country in southern Africa, which three years ago established a special fund to help its farmers get fertilizer and seeds with high productivity. Malawi's harvest doubled after just one year. An international fund based on the Malawi model would cost a mere $10 per person annually in the rich world, or $10 billion altogether. Second, the U.S. and Europe should abandon their policies of paying partly for the change of food into biofuels. The U.S. government gives farmers a taxpayer-financed payment of 51 cents per gallon of ethanol (乙醇) changed from corn. There may be a case for biofuels produced on lands that do not produce foods — tree crops,grasses and wood products — but there’s no case for the government to pay to put the world’s dinner into the gas tank. Third, we urgently need to weather-proof the world’s crops as soon and as effectively as possible. For a poor farmer, sometimes something as simple as a farm pond — which collects rainwater to be used in a dry weather — can make the difference between a good harvest and a bad one. The world has already committed to establishing a Climate Adaptation Fund to help poor regions climate-proof vital economic activities such as food production and health care but has not yet acted upon the promise.

In 1983 a Korean Airlines flight went off course and crashed. All the passengers were killed. An investigation revealed that the pilots had set their starting point wrong, and the error was overstated as they flew. Today’s technology ensures that this disaster could not happen again. That technology is the Global Positioning System (GPS), which is now used routinely for navigation (导航) on over-water flights. GPS is a great aid when the geography of an area is uncertain. It would have kept the Korean plane on course.

GPS is the network of 24 satellites launched and maintained by the US military. The satellites are in continuous orbit 12,000 miles above the earth. Using geometry (几何学) the satellite signals accurately show the exact position of a location. GPS was originally used by the military to locate troops and tanks. It can tell where an aircraft is. It can also tell how to get a weapon to a target. There are even hand-held, battery-operated GPS units for use by individual soldiers. In 1995 a US Air Force pilot was shot down over Bosnia. He used a hand-held unit to find his exact position and radioed that information to his rescuers before he could be captured. What began as a military application is now finding a rapidly growing civilian market. Fishermen at sea, hikers on mountains, and even rental cars are equipped with GPS. It is also being used in an increasing number of fire trucks, police cars, and ambulances. GPS can be used by farmers, too, to accurately guide a tractor in the field. Researchers have successfully used GPS to guide vehicles in fog and at night and to guide driverless vehicles. Vital as its military use is, it is most likely that GPS will get its greatest application in the civilian world.

Questions 11 through 13 are based on the following passage.

Today, air travel is far safer than driving a car on a busy motorway. But there’s a danger that grows every year.

From the moment an airplane takes off to the moment it lands, every moment is watched on radar screens. The air traffic controllers around a busy airport may handle 1,000 planes a day. Any plane that flies near the airport comes under the orders of the controllers there. Even a small mistake on their part could cause a disaster.

Recently such a disaster almost happened. Two large jets were flying towards the airport. One was carrying 69 passengers and came from Sydney. The other was carrying 156 passengers from New York. An air traffic controller noticed on his radar screen that the two planes were too close to each other. He ordered one to turn to the right and to climb. But he made a mistake. He ordered the wrong plane to do this. So, instead of turning away from the second plane, the first plane turned towards it. Fifteen seconds later it flew directly in front of the second plane. The avoided each other by the smallest part of a second. The distance between them was less than that of a large swimming pool.

Computer programmer David Jones earns £35,000 a year designing new computer games, yet he cannot find a bank ready to let him have a credit card. Instead, he has been told to wait another two years, until he is 18. The 16-year-old works for a small firm in Liverpool, where the problem of most young people of his age is finding a job. David’s firm releases two new games for the fast growing computer market each month.

But David’s biggest headache is what to do with his money. Even though he earns a lot, he cannot drive a car, take out a mortgage, or get credit cards. David got his job with the Liverpool-based company four months ago, a year after leaving school with six O-levels and working for a time in a computer shop. “I got the job because the people who run the firm knew I had already written some programs,” he said. David spends some of his money on records and clothes and gives his mother 50 pounds a week. But most of his spare time is spent working. “Unfortunately, computing was not part of our studies at school,” he said, “But I had been studying it in books and magazines for four years in my spare time. I knew what I wanted to do and never considered staying on at school. Most people in this business are fairly young, anyway.” David added: “I would like to earn a million and I suppose earlier retirement is a possibility. You never know when the market might disappear.”

M: Well, I remember an example. A few years ago an examiner refused to give a girl a driving test, because he thought her skirt was too short. W: Is that so?

M: Yes. Now, in one of the popular papers, The Daily Mirror in fact, this was on the front page.

M: Yes. But in one quality paper, The Daily Telegraph, the same story was on a back page and

only two paragraphs about it. W: Was there a photograph? M: Of course not.
