 临边作业安全 编号: 201208 发布日期: 2012-04-06 发布部门: HSEQ 高空作业程序(PR-MFHS-0000-0055)规定：身体重心在固定平台或脚手架所提供的护栏外作业时要始终系挂防坠落装置。然而在临边作业时，虽然身体的重心没有超出护栏，但仍然存在高空坠落的风险，需要我们引起注意并落实可靠的控制措施。 以下展示了几种不安全的临边作业行为以及相应的控制措施： 1- 踩在护栏上作业 风险：腿部受伤、人员坠落。 该行为风险较高，应禁止。 措施：使用梯子或小平台，并采取必要的防坠落措施。 2- 身体部分探出护栏 风险：人员坠落。 该行为风险高，应避免。 措施：如果身体重心超出护栏，必须佩戴防坠落装置 3- 侧身或背对护栏靠坐 风险：人员从护栏间隙坠落。已发生过类似事故，应避免。 措施：避免倚靠护栏作业或休息，否则应采取防坠措施。 4- 站在临近护栏的小平台上 风险：人员坠落 措施：在永久平台上使用小平台或梯子时，应与护栏保持安全距离（＞1米），否则应采取防坠落措施。 5- 平台入口处作业 风险：人员或物品坠落 该行为风险高，应避免。 措施：避免在笼梯和脚手架直梯入口处作业，否则应采取措施防止人员、工具或材料坠落。 6- 临边的工具、材料摆放 风险：物品高处坠落 措施：高空平台的工具和材料应有防坠落措施，临近护栏摆放时应予以有效盛装或固定。 请时刻注意高空作业安全！ Working At The Edges No.: 201208 Issue date: 2012-04-06 Issue by: HSEQ It was stated in the Working At Height Procedure (PR-MFHS-0000-0055) that Falling Arrest Equipments must be used if the center of gravity (COG) of the body is out of the handrails provided by the fixed or temporary platform. However, the risk is still high when working at the edges of the platform though the COG is still within the platform, to which we should pay close attention and take effective control measures. Below are some At-Risk behaviours when working at edges, followed by the control measures: 1- Step on the guardrails Risk：Leg injury and falling from heights. This kind of the high risk behavior should be forbidden. Control Measure：Use ladders or platforms, and fall protection equipment if necessary. 2- Body stretched out of the handrails Risk：Falling from heights. This kind of the high risk behavior should be avoided. Control Measure：If the COG of the body is outside the handrail, fall protection equipment shall be used. 3- Work/sit leaning the handrails Risk: Falling from heights from the gap of the handrails. Control Measure：Avoid working/sitting near to the handrails, otherwise fall protection equipment shall be used. 4- Stand on the platform near to the handrails 5- Work at the entrances Risk：Falling from heights or falling objects.
